The Delaware T2/LTAP Center is housed within the Delaware Center for Transportation, as part of the Department of Civil and Environmental Engineering.  Our mission is to provide free technical assistance, technology transfer, and training to local agency personnel in Delaware.

T2 is “geek-speak” for technology transfer and LTAP is the Local Technical Assistance Program.  Funded through the national Highway Bill and state Departments of Transportation, T2 Centers and LTAP Centers (and a handful of other names amounting to the same thing) exist in each state and the Commonwealth of Puerto Rico, along with a now-centralized Tribal Technical Assistance Program to serve all Native American agencies.  The Delaware T2/LTAP Center was established in 1988 within the Delaware Department of Transportation and then moved to the University of Delaware in 2002.

Delaware’s Center provides free technical assistance to local agencies through our Engineering Circuit Rider and presents or hosts training across the transportation spectrum.  When space is available, our trainings also welcome private sector professionals associated with the transportation community.

Dr. Earl “Rusty” Lee is the Center Director, Sandi Wolfe is the Center’s Events Specialist, and Matt Carter is our Engineering Circuit Rider.  You can learn more about the Center at our website, you can receive regular technical updates and training announcements by following us on Facebook, and you can also join our distribution mailing list to receive our technical e-newsletter and other announcements.

Rusty, Sandi, and Matt are active with the National Local Technical Assistance Program Association (NLTAPA) and serve in leadership positions.  In addition, they help plan and implement the Mid-Atlantic NTLAPA Region’s annual Roadway Management Conference, a three-day technical training and networking opportunity targeted towards operations and maintenance personnel, agency engineers and planners, and local elected officials that moves each year between Pennsylvania, West Virginia, Maryland, Virginia, and Delaware.  The 2021 RMC will be held in Rehoboth Beach, Delaware, so follow us on Facebook for announcements as we approach it.
